PRESS RELEASE: The Royal Thai Government Endorses ICMD. Thailand Joins a Growing Group of States Partnering to Advance Compliance with International Humanitarian Law

 The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) warmly welcomes the endorsement of the International Humanitarian Law Compliance Monitoring Database (ICMD) by the Royal Thai Government. In an official communication conveyed through the Royal Thai Embassy in Stockholm, Thailand expressed its strong support for the ICMD initiative and recognized its significance as an academic effort aimed at advancing compliance with international humanitarian law (IHL). 

The endorsement represents an important milestone for ICMD, a global initiative designed to strengthen understanding, monitoring, and implementation of international humanitarian law through the systematic collection and analysis of incidents and developments relevant to IHL. The Royal Thai Government highlighted the initiative’s potential to deepen knowledge of IHL and human rights protection while contributing to justice, accountability, and informed decision-making in situations affected by armed conflict.

“Thailand’s endorsement is both encouraging and significant,” said Peter Lundberg, Executive Director of RWI. “As conflicts become increasingly complex and the international community seeks more effective ways to uphold international humanitarian law, broad-based support from governments is essential. We are proud to welcome Thailand as a partner in advancing this important global initiative.”

In its letter, the Royal Thai Government noted that access to authoritative and impartial data on international humanitarian law incidents is more important than ever and emphasized the value of initiatives that strengthen international norms, accountability, and respect for the rule of law. Thailand further recognized ICMD as a resource that can support informed dialogue, research, policy development, and international cooperation in the humanitarian field.

For RWI, Thailand’s engagement is particularly valuable because it demonstrates growing international confidence in ICMD as a neutral, evidence-based platform that can support governments, academics, international organizations, and other stakeholders in understanding patterns, trends, and developments related to compliance with international humanitarian law. By fostering greater transparency, accessibility, and analysis of IHL-related information, ICMD seeks to contribute to stronger protection for civilians affected by armed conflict and to reinforce respect for the fundamental rules governing warfare.

As ICMD continues to expand its international partnerships, Thailand’s endorsement reinforces the importance of collective action in strengthening the implementation of international humanitarian law. RWI looks forward to continued engagement with Thai institutions and stakeholders as part of a shared commitment to advancing humanitarian principles, accountability, and the protection of human dignity.
