Lviv Conference to explore the role of local communities in Ukraine’s EU accession
The Lviv Bureau of European Integration, Lviv City Council, Lund University (Sweden), Ukrainian Catholic University and the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (Ukraine and Sweden) invite representatives of Ukrainian territorial communities to Lviv for the conference “Communities on the Path to the EU: Capacity, Resources and Human Rights”. The conference will bring together Ukrainian and international experts to discuss how local governments can prepare for Ukraine’s EU accession and make use of the opportunities arising from European integration.
The conference will take place on 5–6 October 2026 in Lviv.
Representatives of Ukrainian communities, government institutions, international organisations, academia, and civil society will discuss how communities can more effectively contribute to and drive the advancement of EU accession-related reforms and the promotion of human rights.
The discussions will focus on the role of local communities in Ukraine’s EU accession, strengthening the institutional capacity of local governments, and preparing communities for future EU financial instruments, including Cohesion Policy and structural funds. Participants will also explore human rights, the rule of law, inclusion, accessibility and social resilience at the local level.
A particular focus will be placed on how communities can put European approaches into practice already today — through local policies, municipal governance, public services and the development of inclusive and resilient communities.
The programme will combine panel discussions with Ukrainian and international experts, practical workshops in small groups and peer-to-peer exchange between representatives of Ukrainian communities. The conference programme will be shared by email with participants whose registration has been confirmed.
As part of the conference, participants will also take part in study visits to municipal projects in Lviv. These will include initiatives within the UNBROKEN ecosystem, including rehabilitation and sports facilities, as well as other city projects demonstrating practical approaches to community development, inclusion and resilience.
The conference is organised as part of the training programme “EUcation – Urban Governance for Human Rights and EU Integration”, implemented by the Lviv Bureau of European Integration together with Lund University (Sweden), the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI), and Ukrainian Catholic University, and funded by the Swedish Institute. The conference is also organised in partnership with the “Human Rights Infrastructure for Ukraine 2025–2027” programme implemented by RWI, and funded by Sida.

Як громадам підготуватися до вступу України в ЄС: у Львові проведуть конференцію про спроможність, ресурси та права людини

Упродовж двох днів представники громад, державних інституцій, міжнародних організацій, академічного та громадського секторів обговорюватимуть, які зміни чекають на місцеве самоврядування у процесі євроінтеграції та як громади можуть готуватися до них уже сьогодні.
Серед основних тем конференції — інституційна спроможність громад, майбутні фінансові інструменти ЄС, політика згуртованості та структурні фонди, права людини, верховенство права, інклюзія, доступність та соціальна стійкість.
Окремо говоритимуть про те, як європейські підходи можна застосовувати вже зараз — у роботі органів місцевого самоврядування, формуванні місцевих політик, розвитку послуг та створенні доступного і стійкого середовища для мешканців.
Програма передбачає панельні дискусії з українськими та міжнародними експертами, практичні воркшопи та обмін досвідом між представниками громад.
Також учасники конференції зможуть відвідати муніципальні проєкти Львова під час навчальних візитів. Зокрема, йдеться про об’єкти екосистеми UNBROKEN, реабілітаційні та спортивні ініціативи та інші міські проєкти, які демонструють практичні рішення у сфері розвитку громади, інклюзії та стійкості.

Організатори покривають витрати на проживання для відібраних учасників та учасниць зі Сходу та Півдня України.
Конференція проводиться в межах освітньої програми «EUcation — Міське врядування задля прав людини та інтеграції в ЄС», яку реалізує Львівське бюро євроінтеграції спільно з Університетом Лунду (Швеція), Інститутом прав людини та гуманітарного права імені Рауля Валленберга та Українським католицьким університетом за фінансової підтримки Шведського інституту.
