RWI Welcomes Luxembourg’s Support for ICMD, Strengthening International Humanitarian Law Compliance

The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) welcomes the Government of Luxembourg’s official support for the International Humanitarian Law Compliance Monitoring Database (ICMD), reinforcing its commitment to principled, accountable, and innovative humanitarian action.

“Luxembourg is firmly committed to protecting civilians and upholding international humanitarian law,” said Xavier Bettel, Deputy Prime Minister, Minister for Foreign Affairs and Foreign Trade, and Minister for Development Cooperation and Humanitarian Affairs of Luxembourg. “Supporting ICMD aligns with our humanitarian action strategy, which prioritizes innovation, principled engagement, and multilateral collaboration.”

With this announcement, Luxembourg joins a growing coalition of ICMD supporters, including New Zealand, Mexico, and Colombia. ICMD, developed under the leadership of RWI, aims to enhance transparency, compliance, and evidence-based policymaking by providing an independent, state-of-the-art, and accessible platform to monitor incidents with IHL implications around the world.

Luxembourg’s support reflects the priorities set out in its Humanitarian Action Strategy (2022), which emphasizes respect for IHL, the importance of accountability, and the use of technology and partnerships to improve humanitarian outcomes. The strategy commits to directing at least 15% of the country’s official development assistance to humanitarian efforts, with a focus on impact, neutrality, and innovation.

Launched in October 2024, ICMD is a collaborative initiative designed to bolster international efforts to safeguard civilians in armed conflict. RWI continues to work closely with governments, academia, civil society, and international organizations to ensure that the database remains an innovative, authoritative, and accessible resource.
