RWI welcomes Ireland’s support for the further development of the ICMD

The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is pleased to announce that the Government of Ireland has provided funding of €50,000 to support the further development of the International Humanitarian Law Compliance Monitoring Database (ICMD).  An initiative of the RWI, ICMD will collect, centralise and analyse data on incidents with International Humanitarian Law (IHL) implications in armed conflicts around the world. With this announcement, Ireland joins a growing number of states supporting ICMD development.

Ireland’s Minister of State for International Development and Diaspora, Neale Richmond said:

Around 130 armed conflicts are causing immense human suffering across the globe. In violation of International Humanitarian Law, civilians are targeted, civilian infrastructure destroyed and humanitarian assistance impeded. The Raoul Wallenberg Institute is developing an ambitious, evidence-based database of incidents with IHL significance. I am proud that Ireland is supporting the ICMD’s further development, which is consistent with Ireland’s strong support for IHL.

“We are honoured to welcome Ireland’s support for the ICMD,” said Peter Lundberg, Executive Director of RWI. “Ireland’s leadership in principled and needs-based humanitarian assistance makes its endorsement a powerful affirmation of ICMD’s relevance to global efforts to protect people and uphold the law in times of crisis.”

Launched in October 2024, the ICMD is a collaborative initiative designed to support effective humanitarian action and promote respect for international humanitarian law. RWI continues to work in close partnership with governments, civil society, and research institutions to ensure that the ICMD remains a credible, accessible, and authoritative resource.
