The Raoul Wallenberg Institute (RWI) is pleased to announce that the Government of Colombia has formally expressed its support for the International Humanitarian Law Compliance Monitoring Database (ICMD), an initiative led by RWI to strengthen accountability and compliance with international humanitarian law (IHL) worldwide.
In a letter addressed to RWI, Ambassador Guillermo Francisco Reyes González, representing Colombia in Sweden, confirmed the government’s endorsement of the initiative, following internal consultations with the Ministry of Foreign Affairs’ Directorate of Human Rights and International Humanitarian Law.
The Colombian government highlighted the ICMD’s value in five key areas:
- Reinforcing Colombia’s commitment to international humanitarian law in both conflict and post-conflict contexts;
- Providing reliable, up-to-date data to support evidence-based policymaking and humanitarian responses;
- Improving conflict analysis through the database’s comparative and global scope;
- Strengthening multilateralism and international cooperation on IHL;
- And complementing national mechanisms for truth, memory, and guarantees of non-repetition.
“On behalf of my government, I want to express the support of Colombia to the ICMD initiative, which represents a substantial advance in the mechanisms for accountability and monitoring compliance with IHL,” wrote Ambassador Reyes.
RWI welcomes Colombia’s engagement as a significant step forward in building a global, transparent, and collaborative approach to upholding IHL.
Launched in October 2024, ICMD is a collaborative initiative designed to bolster international efforts to safeguard civilians in armed conflict. RWI continues to work closely with governments, civil society, and international organizations to ensure that the database remains an innovative, authoritative, and accessible resource.
