Invitation to submit a proposal for financial management diagnostic, modernisation and implementation support consultancy
The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) invites qualified consultants or consulting teams to submit a proposal for the provision of professional services to undertake a comprehensive financial management diagnostic, modernisation review, and implementation support assignment. The assignment will support RWI in strengthening and modernising its financial management systems, governance arrangements, policies, procedures, controls, reporting capabilities, and organisational capacity, while also supporting the selection and implementation planning of a future financial management system.
This is a competitive procurement process. Interested consultants should submit a proposal in accordance with the Terms of Reference.
The assignment aims to establish a comprehensive understanding of RWI’s current financial management environment, identify practical opportunities for improvement, and support the implementation of agreed priority reforms. Particular emphasis will be placed on strengthening financial governance, improving management reporting and forecasting, increasing automation and digitisation, reducing administrative burden, and preparing the organisation for the procurement and implementation of a future-fit financial management system.
Proposals should include:
- A cover letter (maximum two pages) describing how the consultant or consulting team meets the qualifications and competencies outlined in the Terms of Reference;
- A technical proposal describing the proposed methodology, workplan, approach, timeline, and level of effort for carrying out the assignment;
- Diagnostic and implementation approach – a description of the consultant’s approach to conducting the financial management diagnostic review, facilitating organisational ownership of findings and recommendations, and supporting implementation of agreed reforms;
- Financial transformation experience – a description of the consultant’s experience in financial management reviews, finance transformation, ERP selection and implementation, organisational change management, and capacity strengthening;
- Financial system evaluation methodology – a proposed approach for assessing and identifying suitable financial management system solutions capable of replacing RWI’s current financial management system;
- Comparable project references – illustrative examples of similar assignments undertaken for NGOs, foundations, research institutions, universities, development organisations, or comparable entities;
- A financial proposal, including a detailed breakdown of professional fees, estimated working days, and anticipated reimbursable expenses;
- Curriculum Vitae of the proposed consultant(s) demonstrating relevant qualifications and experience.
Budget Ceiling
The total value of the financial proposal shall not exceed SEK 300,000 including VAT, inclusive of professional fees and all anticipated costs associated with the assignment. Proposals exceeding this amount may be excluded from further consideration.
Evaluation and Selection
The contract will be awarded on the basis of the most economically advantageous proposal, taking into account both quality and price.
The weighting of evaluation criteria will be:
- Quality: 70 %
- Price: 30 %
All proposals will first be reviewed to verify compliance with the requirements set out in the Terms of Reference. Proposals that do not meet the minimum requirements may be excluded from further consideration.
Eligible proposals will then be evaluated against the following criteria:
- Demonstrated experience in financial management reviews, finance transformation, organisational modernisation, and financial governance;
- Experience strengthening internal controls, financial risk management, compliance frameworks, and donor-funded financial environments;
- Experience assessing, selecting, procuring, and implementing ERP and financial management systems;
- Understanding of RWI’s operational context, organisational structure, and objectives of the assignment;
- Quality, practicality, and feasibility of the proposed methodology and approach;
- Experience supporting organisational change management, stakeholder engagement, and implementation of finance transformation initiatives;
- Experience delivering financial management training, coaching, and capacity-building;
- Relevant experience working with NGOs, foundations, universities, research institutions, development organisations, or comparable organisations;
- Demonstrated knowledge of Swedish regulatory, governance, and financial reporting requirements applicable to foundations and charitable organisations;
- Overall value for money.
For price evaluation, the lowest-priced compliant proposal will receive the maximum score for price. Other proposals will receive proportionately lower scores based on the percentage difference between their proposed price and the lowest-priced proposal.
The proposal receiving the highest combined score for quality and price will be recommended for contract award.

RWI reserves the right to request clarifications, conduct interviews with shortlisted candidates, negotiate the final scope, deliverables, implementation arrangements, and budget with the selected consultant, or cancel the procurement process without awarding a contract.
