President Rosalyn Higgins
Rosalyn Higgins was born in London. She studied law at Cambridge and Yale, graduating from the former in 1959 and from Yale in 1962. She began her career at the Royal Institute of International Affairs and was then at different academic institutions. From 1981 to 1995 she was Professor of International Law at the University of London. She has published extensively in the field of international law. Publications include United Nations Peacekeeping: Documents and Commentary (1969-1981), a monumental work in four volumes, and Problems and Process: International Law and How We Use It (1994).
A barrister, Queen’s Counsel since 1986, President Higgins has practised public international law and petroleum law before English courts as well as international tribunals, such as the International Court of Justice, the European Court of Human Rights and the Court of the European Communities. In the years 1985-1995, she was member of the United Nations Human Rights Committee.
President Higgins has been Judge of the International Court of Justice since 1995, the first female Judge elected. In 2006, she became the President of the Court.
Rosalyn Higgins is Dame Commander of the British Empire and has been awarded numerous honorary degrees.
