Fair and Efficient Justice

In the 1990s, RWI carried out a series of seminars and exchange visits aiming to strengthen awareness of international human rights norms within the judiciary, the administration of justice and law enforcement institutions. The Institute signed an MOU with the Ministry of Justice’s Judicial Research Institute and developed long-term capacity development programmes with justice sector institutions including The Supreme People’s Procuratorate, the National Prosecutors College and the People’s Procuratorate of Haidian District to support legal reforms, the professionalization of the justice sector, and rule of law.

Key results from this cooperation include:

  • Spearheading gender sensitive rights-based juvenile justice reform, including non-custodial measures and the involvement of social workers in these initiatives. The e-book ‘The Role of Social Work in Juvenile Justice: International Experiences’ with chapters on China, Hong Kong, Taiwan, Sweden, the Netherlands, the UK, Canada, the US, South Africa and Zimbabwe was published in English and Chinese in 2020.

  • The development of China’s only human rights textbook specifically designed for Chinese prosecutors (Prosecutors and Human Rights Protection: A Textbook), and the only case law book on human rights and prosecution work (Prosecutors and Human Rights Protection: Case Studies)
  • Implementation of the Police-Prosecutor Cooperation Guidelines and Development of mechanisms and measures for reducing pre-trial detention. 
  • The first systematic human rights training system within the Chinese procuratorate, with prosecutors at national and provincial levels serving as human rights educators and contributing to a greater appreciation of their responsibilities as duty-bearers.
